The City of New Westminster reviewed a proposed change to the bylaw which would omit a 'vicious breed' list. The list identifies 10 breeds as vicious and requires them to wear muzzles and leashes when they're not penned up or indoors. "Vicious" dogs are classified as "any dog which has bitten another animal or human without provocation or; any dog with a known propensity, tendency or disposition to attack without provocation."
According to a recent news article, Burnaby and Richmond currently have breed specific legislation (BSL) but most of the Lower Mainland is moving toward breed-neutral legislation. Research presented to New Westminster city council in October 2012 indicates a direct correlation between dog licensing compliance and BSL.
