* All nominations are subject to the discretion of the Program Manager and Urban Animal Action Council. Nominations may be moved between categories if the merit discussion is better suited to another category. 

**Unless there is a clear distinction between submissions, nominees are only eligible in one category per year. Duplicate nominations found in more than one category will be vetted and placed into the single category that best suits the criteria.
